The United States, China, and Europe are pouring hundreds of billions into artificial intelligence. Australia is watching — but it is also moving. Here is what the global AI competition means for this country.
Artificial intelligence has become the defining technology competition of the 21st century. The United States, China, and the European Union are each committing extraordinary resources to AI development — not just for commercial advantage, but for strategic, military, and geopolitical reasons. For a mid-sized, trade-dependent nation like Australia, the shape of that competition matters enormously.
This article examines where the global AI race stands, who the major players are, what they are investing in, and what the implications are for Australia — its economy, its security relationships, its research institutions, and its place in a world being reshaped by AI.
The Scale of the Global Investment
The numbers involved in global AI investment are difficult to fully comprehend. In the United States, the federal government's Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, signed by President Biden in October 2023, set in motion a whole-of-government approach to AI that spans defence, healthcare, education, and economic policy. The subsequent Trump administration maintained and in some respects accelerated AI investment, with the Stargate initiative announced in January 2025 committing up to USD $500 billion in AI infrastructure investment over four years — the largest single AI investment commitment in history.
Stargate is a joint venture between OpenAI, SoftBank, and Oracle, with backing from other technology companies. Its stated goal is to build the computing infrastructure needed to develop and deploy the next generation of AI systems. The first phase involves USD $100 billion in immediate investment, primarily in data centres and the energy infrastructure needed to power them.
China's approach is different in structure but comparable in ambition. The Chinese government's New Generation Artificial Intelligence Development Plan, first released in 2017 and updated since, set a target of making China the world's leading AI power by 2030. Chinese investment in AI is distributed across state-owned enterprises, private technology companies including Baidu, Alibaba, Tencent, and Huawei, and a network of government-funded research institutes. Precise figures are difficult to verify, but estimates from the Stanford AI Index and the OECD suggest China's total AI investment — public and private — is broadly comparable to that of the United States.
The European Union has taken a different approach, prioritising regulation alongside investment. The EU AI Act, which came into force in August 2024, is the world's first comprehensive legal framework for AI. It classifies AI systems by risk level and imposes requirements ranging from transparency obligations to outright prohibitions on certain uses. The EU has also committed significant funding through its Horizon Europe research program and the European AI Office, established in 2024 to coordinate AI policy across member states.
Other significant players include the United Kingdom, which has positioned itself as a global hub for AI safety research following the Bletchley Park AI Safety Summit in November 2023, and India, which has launched a national AI mission with USD $1.25 billion in committed funding.
What the Competition Is Actually About
The global AI race is not simply about who builds the most capable chatbot. It is about leadership in the foundational technologies that will shape economic productivity, scientific discovery, and human capability for decades to come.
Economic productivity. The McKinsey Global Institute estimated in 2023 that generative AI could add between USD $2.6 trillion and $4.4 trillion annually to the global economy. Goldman Sachs has projected that AI could raise global GDP by 7 per cent over a ten-year period. Nations and companies that lead in AI development stand to capture a disproportionate share of that value.
Scientific and medical breakthroughs. AI is accelerating discovery across fields including medicine, climate science, materials research, and agriculture. Google DeepMind's AlphaFold protein structure prediction tool has been described by researchers as one of the most significant scientific advances in decades. The race to apply AI to hard scientific problems is producing benefits that extend well beyond any single country.
Infrastructure and computing. The AI era requires enormous investment in computing infrastructure — data centres, energy systems, and the advanced chips needed to train and run large models. This investment is flowing into countries with stable regulatory environments, reliable energy, and skilled workforces. The scale of global AI infrastructure investment is creating economic opportunities for countries well positioned to attract it.
Data and standards. The organisations and governments that help shape technical standards for AI — how models are evaluated, what safety requirements they must meet, how data is governed — will influence the global AI ecosystem for years. International standards bodies, research collaborations, and governance forums are all active arenas where Australia participates and contributes.
Australia's Position in the Global AI Landscape
Australia is not a superpower in AI. It does not have the population, the capital markets, or the technology industry scale of the United States or China. But it is not a passive bystander either.
Australia has genuine strengths that are relevant to the AI era:
Research quality. Australian universities and research institutions produce AI research that is internationally competitive. The CSIRO's Data61 division is one of the largest AI and data science research groups in the Asia-Pacific region. The University of Melbourne, ANU, UNSW, and the University of Sydney all have strong AI research programs. Australia ranks among the top ten countries globally for AI research output per capita, according to the Stanford AI Index.
Natural resources. The minerals needed to build AI infrastructure — lithium, cobalt, rare earth elements, and the copper used in data centre wiring — are found in abundance in Australia. As global demand for these materials grows with AI infrastructure investment, Australia's resource endowment becomes strategically significant.
Alliance relationships. Australia's membership of the Five Eyes intelligence alliance and the AUKUS partnership with the United States and United Kingdom gives it access to AI-related intelligence sharing, joint research programs, and defence technology cooperation that would otherwise be unavailable to a country of its size.
Regulatory environment. Australia has a stable, rules-based regulatory environment that is attractive to technology companies. Several major AI companies — including AWS, Microsoft, and Google — have made significant data centre investments in Australia, partly because of this stability.
Australia's National AI Strategy
The Australian Government released its National AI Strategy in 2021 and has updated its policy framework several times since. The current framework, developed under the Albanese government, emphasises responsible AI adoption, building AI capability across the economy, and positioning Australia as a trusted partner in international AI governance.
In 2024, the government released the Voluntary AI Safety Standard — a set of ten guardrails for responsible AI use by Australian organisations. The standard covers accountability, transparency, human oversight, privacy protection, and the avoidance of harmful AI applications. It is voluntary rather than mandatory, reflecting a deliberate choice to encourage adoption without creating compliance burdens that might slow AI uptake.
The government has also committed funding through the AI Adopt Program, which provides grants to help Australian businesses adopt AI tools, and through the National Reconstruction Fund, which includes AI and technology as priority investment areas.
In the 2024-25 federal budget, the government allocated $39.9 million over four years to support AI capability building, including funding for the CSIRO's AI research programs and for digital skills training. This is modest by international standards — the US Stargate initiative alone is 12,500 times larger — but it reflects the scale of what a country of Australia's size can realistically commit from public funds.
The more significant investment is coming from the private sector. AWS, Microsoft, and Google have collectively committed more than $10 billion in Australian data centre investment over the next five years, driven by demand for cloud and AI services. This private investment dwarfs the public funding and represents the primary mechanism through which global AI infrastructure is being built in Australia.
The AUKUS Dimension
The AUKUS partnership, announced in September 2021, is primarily known for its nuclear-powered submarine component. But Pillar II of AUKUS — which covers advanced capabilities including AI, quantum computing, cyber, and autonomous systems — is equally significant for Australia's AI trajectory.
Under Pillar II, Australia, the United States, and the United Kingdom are collaborating on AI-enabled defence capabilities. This includes joint research into autonomous underwater vehicles, AI-assisted intelligence analysis, and the integration of AI into command and control systems. The partnership gives Australia access to US and UK defence AI research that would otherwise be restricted.
The AUKUS AI collaboration is not just about military hardware. It involves sharing research, aligning technical standards, and building interoperability between the three countries' defence AI systems. For Australia's AI research community, this creates pathways for collaboration with some of the world's leading AI research institutions, including DARPA in the United States and the UK's Defence Science and Technology Laboratory.
The China Question
China is Australia's largest trading partner and one of the most significant contributors to the global AI landscape. Understanding what China is building — and what it means for Australia — is an important part of the picture.
China's AI development is substantial and accelerating. The Chinese government's New Generation Artificial Intelligence Development Plan set a target of making China the world's leading AI power by 2030, and the country has made remarkable progress toward that goal. Investment is distributed across major technology companies including Baidu, Alibaba, Tencent, and a growing ecosystem of AI startups, as well as government-funded research institutes.
China's AI research output has grown dramatically. The Stanford AI Index has consistently ranked China among the top two countries globally for AI research publications, and Chinese researchers are contributing to advances in computer vision, natural language processing, robotics, and scientific AI applications.
Perhaps the most striking recent example of China's AI capability is DeepSeek, the Chinese AI company that released its R1 model in January 2025. DeepSeek demonstrated that competitive large language models could be developed at a fraction of the cost previously assumed — a development that surprised the global AI industry and demonstrated that high-quality AI is not the exclusive domain of the largest technology companies. DeepSeek's models are open-source and widely used globally, including in Australia, and have contributed to making capable AI more accessible to researchers and developers worldwide.
For Australia, China's AI progress is relevant in several ways. As a major trading partner, China's AI-driven productivity gains will shape the broader economic environment in which Australian businesses operate. Chinese AI tools and platforms are used by Australian researchers and businesses. And the pace of Chinese AI development is one of the factors driving global investment in AI infrastructure — investment that is flowing into Australia through data centre construction and cloud services.
Navigating a world in which AI capability is distributed across many countries — each with its own strengths and approaches — is the central challenge of international AI policy. Australia's approach has been to engage constructively with international AI governance forums while building its own capability and deepening cooperation with trusted partners.
What the AI Race Means for the Australian Economy
The economic implications of the global AI race for Australia are significant and largely positive, though not without risks.
Productivity gains. The CSIRO has estimated that AI could add between $115 billion and $600 billion to the Australian economy by 2030, depending on the pace and breadth of adoption. The wide range reflects genuine uncertainty about how quickly AI will be adopted across different sectors. The more optimistic scenarios assume rapid, broad-based adoption; the more conservative ones assume slower uptake, particularly in sectors with regulatory constraints or workforce resistance.
New export opportunities. Australia's AI research capability, its stable regulatory environment, and its position as a trusted partner of the United States and United Kingdom create opportunities to export AI-related services — research, consulting, governance expertise, and AI-enabled professional services. The growing global demand for AI governance expertise, in particular, is an area where Australia's combination of research quality and regulatory credibility is an asset.
Resource demand. The global AI infrastructure buildout requires enormous quantities of the minerals Australia produces. Lithium for batteries, copper for data centre wiring, and rare earth elements for magnets used in computing hardware are all in growing demand. Australia's resource sector is well positioned to benefit from this demand, though the transition to AI-driven mining operations also creates workforce adjustment challenges.
Workforce transformation. The AI race is accelerating the transformation of the Australian workforce. Jobs and Skills Australia has identified AI-related skills as among the most in-demand capabilities across the economy. The challenge is ensuring that the benefits of AI-driven productivity are broadly shared, and that workers in industries most affected by AI automation have pathways to new roles.
The Risks of Falling Behind
While the opportunities are real, there are also genuine risks for Australia if it does not engage actively with the global AI race.
Dependency on foreign AI systems. If Australia does not develop domestic AI capability — in research, in industry, and in government — it risks becoming entirely dependent on AI systems developed overseas, with limited ability to understand, audit, or influence how those systems work. This is a concern not just for national security but for economic sovereignty.
Regulatory arbitrage. If Australia's AI governance framework is significantly more restrictive than those of its competitors, it risks pushing AI development offshore and missing the economic benefits of being a location for AI innovation. Getting the balance right between safety and enabling innovation is one of the central challenges of AI policy.
Skills gaps. The global competition for AI talent is intense. Australia faces the risk of training AI researchers and engineers who then move to the United States or United Kingdom, where salaries and research resources are greater. Retaining talent requires competitive research funding, industry partnerships, and immigration settings that attract global talent.
Australia's Opportunity
The global AI race is not a competition that Australia needs to win to benefit from. It is a competition that is reshaping the world, and Australia's task is to position itself well within that reshaping.
The most realistic and valuable role for Australia is not to compete with the United States or China in building frontier AI models — that requires capital and talent at a scale Australia cannot match. Instead, Australia's opportunity lies in:
- Being a trusted, well-governed location for AI infrastructure investment
- Developing AI applications in areas of national strength — agriculture, mining, healthcare, and environmental monitoring
- Contributing to international AI governance frameworks that reflect democratic values
- Building the workforce skills needed to use AI effectively across the economy
- Leveraging alliance relationships to access cutting-edge AI research and capability
The Australian Government's approach — emphasising responsible adoption, international cooperation, and building capability across the economy — is broadly consistent with this positioning. The challenge is execution: ensuring that the policy frameworks, the funding, and the institutional capacity are sufficient to realise the opportunity.
The global AI race is moving fast. The decisions made by governments, companies, and research institutions in the next few years will shape the AI landscape for decades. Australia is not a spectator in that process — it is a participant, with genuine assets and a genuine stake in the outcome.
